View submission: The Evolution of The Elder Scrolls
That is probably a PC screenshot, I actually just played Oblivion about a year ago and looked like that. I was able to crank all the settings to max, same as Skyrim (which looks much better than the shot here).

It's actually an early preview shot, probably had all the details put in because it was just for show.
