4000 € is a good salary for a graphic designer in graz. It obviously depends what the exact job is and how many years of experience you have got.
Just be aware, there is no kollektivvertrag for «Werbung» in other states but Vienna. Maybe other companies follow them but that is their own free will. (here you see a list of minimum amount to be paid for companies that are in the advertising sector: https://www.kollektivvertrag.at/kv/werbung-und-marktkommunikation-w-ang[1])

Do you have a job lined up yet? It's not an easy market for Graphic designers atm.

You can check kununu for the Austrian salary range of a specific job:
https://www.kununu.com/at/gehalt/grafikdesigner-in-4582[1][2]

2: https://www.kununu.com/at/gehalt/grafikdesigner-in-4582
On that website you can also look for "reviews" of specific employers ("Arbeitgeber finden")

I'm not sure about graphic design and your educational background. I can say - with a scientific background (physics, chemistry, material science) one would expect a pay of 3200-3800 brutto right after university.
Depending on how your flat looks - it should be around 1/3rd of your pay. In this economy it's probably a bit more. After that - I personally need around 250€ for food/person. Social security is included in your pay and you get pretty much everything paid by it except for professional teeth cleaning or private doctors (often gynecologists sometimes dermatologists).
Be really careful when you search for a flat. Nearly everyone has had some problems with their landlord/was screwed at least once (also landlords themselves). Foreigners told me that this is an uniquely Austrian experience. NEVER sign anything without being very sure about it. Not even a Mietanbot. This shit is binding and you won't get out of it. Also - if you sign a Mietanbot - be careful that includes EVERYTHING you spoke about. Especially price, how long you are bound to this flat, what is included in that price (heating, electricity, Betriebskosten, ...), what type of heating you have and if they do some work on the flat before you move in. As soon as you work - you can go to the Arbeiterkammer AK for problems or if you want to have your contract looked at by a professional. (no cost) Before that - you can go to the Mieterschutverband to get your contract looked ar. You will need to pay a membership fee, but in my experience - it's worth it.
If you want to know more about what to look out for in flats (also old building vs. new building), you can leave a comment under mine or write me a private message.
