SVG stands for Scalable Vector Graphics, in other words images that consist of lines and shapes and text and fonts, and not pixels. They look the same, but vector graphics can be scaled effortlessly, and could potentially be rearranged without necessarily loosing any information.
I recommend Inkscape to edit SVG files. Inkscape used to crash often, but these days I’m very happy with it.
