Sending something into orbit = capable of sending a bomb anywhere on earth.

So there may actually be a cause to concern.

Note: They did not achieve LEO.

This is true in the sense that the Δv of a missile reaching orbit is sufficient to act as an ICBM. I am unsure on how hard to achieve the other requirements (in contrast to reaching orbit) are.

Maybe. "Anywhere up!" is a little easier to hit than a particular target halfway around the world.
