I must have been thinking of theros beyond death, but also the deck you are talking about was Golgari adventures.
There was the esper stax that put up good results in the first couple days of eldraine before getting pushed out.
Either way, it’s stupid not to talk about cards, and this is obviously a discussion of whether cards are playable and not a primer.

My friend I'm not saying you can't talk about the cards, and you are absolutely correct that stax was an early contender.
All I'm trying to get at is that "this is very hard to do at this point in the rotation", not impossible. You do you! What I am alluding to here is that I think you may need to make significant adjustments or tweaks to the strategy you posted here based on how the meta shapes up.
You have the framework of a UW control deck, but we just don't know yet what you need to be trying to control. You are making some solid assumptions and I don't disagree with a lot of your content, but it's just all so dependent on what happens in the beatdown space. To the point of some other posters, UW may not end up being the actual control deck that sees play in the format.
I think a lot of what this will come down to is thus, how early do you need to be able to reliably sweep in control. If the meta is slow enough that the answer is "turn 5", than Dimir stands a far greater chance at seeing play over Azorious, whose main pro over Dimir at this point is being able to stop extremely aggressive or go wide strategies earlier and more reliably than Dimir. On the other hand, if the format is slower and grindier, the need to wrath early, (and also things like your spot removal giving the opponent clues), become far less valuable.
You may be right, and you may be wrong, but I don't think any of us will know for a bit. It's certainly worth testing out your build and ideas and see how they fare though.
Edit: Another consideration is obviously wincon, but I'm not sold on what the best control finisher is yet personally.
I'm also of the mind that Izzet may be worth exploring with Delver and red getting a semi-decent sweeper.
