Its extremely hard to design good control decks prior to a big rotation. You need to see what the aggro and mid range meta turns into so you can figure out what you are trying to control.

Your best bet is to wait a few weeks, see what decks start to dominate, and design your control decks to contain the beatdown.

This is true when it comes to the list we use and the number of copies we play of each card, but it's not true when it comes to assessing which cards are viable and which cards are unplayable. Sure, if RDW is dominating the format at the beginning, we're going to be moving our anti-aggro cards to the mainboard, just like we'd bring some negates into the main for a spell heavy format.

There have also been several cases in recent history that were exceptions to the "aggro dominates at the beginning of a format" rule. If I recall correctly, control dominated in standard two rotations ago at the start of Throne of Eldraine.
