I don't know. The PMing thing sounds like it would bury other PMs from different users for different reasons even more. Maybe a separate subreddit would work. The problem with the 6 months thing is that some of those subscribers could've gone inactive since then, so they wouldn't be able to sign the petition. If 16% of the subscribers who subscribed in the past 6 months went inactive, but the rest signed the petition, the head mod wouldn't be removed because of those inactive users. One system I could see that would work would be to only allow users who have made a comment or post in the subreddit in question 2 months prior to the posting of the petition to sign it. That way, only active users will be allowed to sign it.

The reason I said people who had been subscribed for 6 months is to prevent someone like u slash soccer from telling everyone on r slash conspiracy to subscribe just to beat the petition. I see your point about the inactive users though.
