View submission: Quarantined content will be unavailable through the API unless opted-in
For the sake of our bots not being restricted, will there be API for a user to opt in? Like, so you can opt in from apps / scripts?

I hope not - or at least policy that doesn't allow the quarantine to be used against someone.
