Depends on how busy it is. If there's no congestion, stick to the left and let people pass on the right.

If there is congestion, just get as many people on the escalator as you can by standing on both sides. Leaving a space for people to pass in this case means the escalator carries fewer people.

Works on the London underground to have one side for walking and the other for stationary and I can assure you rush hour is miles worse than anything in Perth

Etiquette still dictates you stick to the left if you don't want to walk it, regardless of if it is mathematically efficient to not do so.

Exceptions can naturally occur e.g. when a sizeable portion of the escalator populace are tired and/or drinking.

By all means get off at the city at 7:45 and turn around to tell everyone it's less efficient to have one moving and non-moving side.
