In theory, maybe, but I'm not convinced it would actually be beneficial for the kids. Even if we assume it is good for the kids, it would mean every single school would need to build another classroom, as they almost all share one kindy room for the two streams right now. I can't see that happening any time soon.

This is entirely free daycare for the parents, nothing more.

Yep, I'm a teacher. There is literally no way we could make this work. We have a school in a very old area and the school is already at capacity. The kindy is offsite and again, it's a fixed size and can't be expanded in any direction.
