I have enough trouble with users not reading my subreddit rules without Reddit burying them under irrelevant drivel.

Alerting redditors to rules can be challenging and getting them to actually read the rules after they've been surfaced can be even harder.
This is why we're especially excited about Post Guidance[1] (and eventually Comment Guidance). The tool pre-emptively alerts redditors with a custom message that they are breaking a specific rule when trying to craft a post. The results from the pilot program have been incredibly promising and we're excited to roll this out more broadly in the near future.
