They’re not and we continue to have discussions on the ways we can better elevate that information to redditors when visiting a subreddit.
Features like Post Guidance[1] (currently in beta) are intended to better educate users on rules. We’re also in the process of designing a better Subreddit Welcome Message tool to inform redditors about community culture, etc. Sidebar widgets are also in the process of being redesigned to better suit the needs of mods and everyday redditors. Keep your eyes peeled here for more information on those individual initiatives in the near future.

I have enough trouble with users not reading my subreddit rules without Reddit burying them under irrelevant drivel.
