I’m confused by your comment.. it says “illegal” right there in the key so the person you’re replying to is correct or the image is incorrect?

In typical Melbourne fashion, it’s illegal but the penalties are not specified, see below. I also checked a few of the other government websites (EPA etc) and they didn’t shed any further light on the matter. Personally, given the levels of contamination atm, I wouldn’t be going near any of those beaches 😂

The legend itself is correct, but the map is showing 'Poor' water quality rather than sites where it is 'Illegal'. It'd be great to see where the actual 'Illegal' areas were though!

The colours of the legend are not different enough to show the difference between the two ratings clearly.
