Ok, I heard back from the team and that is apparently intentional. They did say, however, that it is flexible depending on your preference.

• If you switch to card layout, the entire post shows up.

• Alternatively, if you stick with compact view, once you click on a submission in the queue, that split screen will stay up as you move through your queue.

That doesn't sound like what I'm experiencing.

1. I am using compact view.

2. I didn't click at any submission. Or anthing for that matter.

3. All I did is click at the Needs Review button. And it auto-loaded the first submission in the list after loading the list.
