Innocent, blame, and guilt are meaningless words. This is why I think that concept of free will is a hold over from religions where god is a judge of individual actions. Free will supporters are constantly trying to assign blame rather than determine cause.
Genocide is one of the best examples of individual acting because of collective pressure. The very existence of genocides is evidence against individual free will.

There is a reason for every change in state or every event. If a baseball breaks a window there is clearly a reason the window broke. If it is my window then I want to fix my window. If it is a huge expense to fix my window then I'm out of some bucks just because I had the audacity to have a window if you get my drift. If I was playing ball too close to the house and I broke my window then maybe the next time I want to play ball ,I'll go to the park first and then start to play.
