I'm not implying a genocide is happening in this world now, it ever has in the past, or is likely or unlikely to ever happen in the future. This is just a thought experiment. So for the sake of the thought experiment, I am proposing a hypothetical genocide. It is testable only in the sense that it tests how your predispositions regarding free will, desert etc impact your judgment should you ever be presented with this hypothetical. How would you see those connected with it.

What’s to blame, isnt the individual, but the mindset and the conditions that lead to that mindset.

In my opinion genocides happen when conditions dictate, and will end when conditions dictate they do.
Nothing we can ultimately do about this. It's the nature of reality.
Obviously I would prefer less suffering, but the universe doesn't really care what I want.

While I don't "blame" anyone for it. The genocide should be stopped and those involved should be detained and rehabilitated.
However, if this was real life, it wouldn't be stopped. Atleast not due to the genocide.

Innocent, blame, and guilt are meaningless words. This is why I think that concept of free will is a hold over from religions where god is a judge of individual actions. Free will supporters are constantly trying to assign blame rather than determine cause.
Genocide is one of the best examples of individual acting because of collective pressure. The very existence of genocides is evidence against individual free will.
