Most people who bitch about line items like that don't understand that's how they bad the overall budget so that the black projects are funded while being able to include the figures in the publicly available accounting data. It's understandable that someone who isn't aware would freak out over the idea of paying that much for those items but unfortunately the government isn't willing to just say hey calm down we didn't pay that much for hammers we just need to pretend we did because it would be a national security disaster to say what we did spend the overage on
