How is the existence of this feature, and the ability to opt-out, going to be communicated to the 99.9% of users who aren't subscribed to /r/changelog? Are they expected to just stumble across it in the preferences page?

True. I only found about this thread because I had to search for "status hiding" using the search bar. I'm not subscribed to this sub, and I haven't seen any related announcement about it on my front page.

Probably the same sort of banner they usually use for these announcements that are reflexively ignored and dismissed much like a terms of use agreement.

Things that are opt in don’t get the traction they deserve. Even if people want it they won’t know about it.

This doesn’t hurt anyone so opt in is fine.
