upgrading from 970 to 3060ti
what do i need to do for a clean gpu install? uninstall all nvidia software or anything? remove drivers?

it is simple. just open geforce experience and they will automatically detect the 3060 ti and start installing the drivers. there is no need to go to nvidia website and install it manually

You can pretty much hot swap Nvidia GPUs, they just don't care.
However, it's probably adviseable to do it 'properly', i.e. DDU, install new card, and reinstall latest Nvidia drivers. Really shouldn't take long at all.
