This is correct, most of the people that do administrative work or gardening or general non-armed security there will be Baha'i volunteers from all over the world.

They are given specific instructions not to teach the faith while there because it's part of the agreement with the Israeli government. Unfortunately as a result of this there is a lot of misinformation there from locals (even the local tour guides sometimes seem to be misinformed) through no fault of their own but it's hard to know where the line between teaching and factual information is drawn.

The best way to get information about the various sites would be to go on a Baha'i pilgrimage tour of them, but I have no idea if that's even possible for a non Baha'i (I'm guessing no), talk to a non-armed security guard at any of the sites and they will be able to tell you where to go, the name of the specific office escapes me right now sorry. But you definitely want a Baha'i guide that's knowledgeable rather than a local.
