I think the rules that target t_d are more as a placeholder to prevent abuse until a better system is found. They are actively tweaking the frontpage and algorithms as it is, but with each new change (such as stickied posts) t_d abused it.
If another sub did it to the extend that t_d did, after being reprimanded for the behavior, they would likely have to extend the rules to encompass that sub.
Basically, there was a need to fix the issue and they did a hotfix.

Stickying a thread is abuse? Lol... It's the most active sub on Reddit. It's going to be on the front page because it has the most users in it at a time. Things with more votes should be at the top, not tweaked with an algorithm because the admins and CEO's political ideologies. More votes, more visibility. It's really that simple, no abuse or algorithms needed.
