I never saw any evidence of this. It's one of those "think of the children" excuses they can use, because they know it won't be argued against.

I believe this is related to the Maroney pics in particular, which were being posted and reposted constantly either due to the ignorance of the user or because people were saying, "well we can't be sure she was underage when they were taken". I am taking the admins at their word when they say they were facing problems with this. If you think they're lying, we are disagreeing on a fundamental level because we are operating on completely different assumptions.
