I'm so curious to see if the admins even acknowledge this is a problem. Squatting on subreddits has been a fairly common problem. It'll be interesting to see if they respond to the cries of their friend.

Most likely not, but there is always a slight chance.

Eh, the admins might see that its a problem, but there's no chance they'll intervene. They have a pretty hard line policy of not intervening unless its breaking site-wide rules.
Source: ex /r/lgbt mod, we even had a change.org petition going around about getting rid of the mods there.
And no, you can steal CSS all you want. eightnote was requesting it was removed, but the xkcd mods arent required to do so. I don't know a mod team that doesn't steal CSS, and if the admins requested that xkcd remove the css, it would set a precedent they dont want to set.
The only instance I've seen the admins take action regarding sub-squatting, for accounts that are less than 2 months inactive, would be the recent rule they implemented about default mods only being allowed to mod 3(?) defaults at a time.
