Lacquer is based on oils. Acrylic has a different foundation, most often water. It's like the trying to mix oil and water. They are similar, but trying to mix them doesn't work. I'm also not sure which acrylics you can dilute with water. I once tried to dilute Tamiya Lacquers with some X-20A (and whole I have heard it works) it didn't mix whatsoever. So basically, stuck with lacquers or acrylics (for a beginner, start with acrylics I say) and use the appropriate thinners like X-20A. Personally I've never tried thinning acrylics with water, or isopropyl alcohol, but if you do want to save some bucks on thinner, you could experiment with that.
