I think giving all the best heroes a single point of failure would end badly. Expose Teacher with some negative spin-doctoring and it ruins the reputations of everyone he’s uplifted.
His power could be put to better (and safer) use by helping capes who wouldn’t otherwise be able to become heroes. Finer control for capes with control issues. Capes with overly lethal powers being given abilities to fight with more discernment. Breakers with major downsides could have their issues mitigated. Things like that.
