It's kinda strange for you to say your rating is based on the PRT scale then...
Anything above a mover 5 is assumed to be impossible to contain. There are capes in the story who can fly quickly, in any direction, who are only mover 3. Being able to hover to a fairly high height would probably be mover 2 at best.
Anything above a brute 9 is assumed to be unharmed by all conventional weaponry AND most kinds of unconventional weaponry, including parahuman powers. If your character is a brute 10 then the government is authorised to use national missile defense systems to destroy them. Even a brute 5 is assumed to be impervious to standard gunfire.
Your character would need to be capable of instantly teleporting to any location on earth, or in alternate versions of earth, AND be completely indestructible, to earn mover 10/brute 10. They'd EASILY be one of the top 5 strongest characters in the setting.
