Well, the Endbringers are Brute 9+ because of their ultimate durability and strength, but someone who starts at the inviolable tier of durability while having endbringer levels of strength would be able to get to the last layer of the onion before dimensional shenanigans ensued. Something you need to remember is that the dimensional effects in endbringer durability starts something like 30 inches in, so it isn't really as impressive as it sounds. And while they *may* be able to go past that, without unique effects it would be very difficult. The problem is largely the fact that being able to punch incredibly hard will never beat being able to use a blade with your durability with the same amount of force. As to planet cracking, it's more a problem of leverage and durability vs physics. The theoretical energy is enough to crack the planet, but because it would follow the path of least resistance it would more likely just make a large crater with most of the kinetic energy spreading outward and into the air.
Edit: One more thing: the PRT threat assessment list takes individual aspects of powers individually for rating purposes. Someone could be ridiculously strong and have tactile telekinesis that enhances their punches, but it wouldn't increase their brute rating, just add a striker one. So for the shockwaves from their flight/acceleration, it would add a shaker rating, not change their mover rating. Another example is Othala, with her being something like a Trump 3-6, Striker 0. The Striker category informs on how to deal with her (don't let her touch people), while the Trump does the obvious and shows that without a detailed look at her file you should assume something happening to the people she touches, be it their powers changing or otherwise.
