Mover 10 is the rating for if you can be wherever you want to be, within seconds of when you want to be there. Mover 11 includes stuff like celestial objects. Mover 12+ includes travelling between dimensions, along with all prior ratings. For example, Angstrom Levy from Invincible would be a Mover 5 or 6, since while his power makes portals to alternate dimensions, the coordinates of the portals are geo-locked, where the portal is in the same place in both realities. However, Doormaker with a similar power is a Mover 12 because his allows him to make portals through different dimensions that are also not bound to any single location or coordinate pair.
