Being rated mover 10 doesn’t automatically mean someone can move at supersonic speeds, just that they’re virtually impossible to chase down or contain.
To get a mover rating of 10 from speed alone (which is how you described your mover power), the power would have to make them exceptionally fast. Like, moves faster than humans can perceive or react to, at the very least.

Yeah im thinking of givin him the standard Alexandria kit, along with some small power like regeneration and acceleration.
