You realize that the power levels aren't some random number - they are threat ratings that are assigned by the PRT. They represent what the cape can do relative to other capes.
The character you described is NOT a mover 10. Mover 10 means that they are essentially unable to be contained unless their power is shut down. Purity, for example, can fly and do it pretty rapidly but she's only a mover 4. There's a mover 6 character that can fly at high speed while intangible, instantly change direction, and fly through bullets and solid concrete (Grumman). Bambina is also only a mover 6 and she can fly at high speed and bounce off surfaces.
Your character as described is probably about a mover 3.

Well in the Power section i bought Brute 10 and Mover 10, but i just dont grasp what a being with that rating capable of, so i went and ask you guys. Apparently my Jumper starts off quite stonk.
