A ten is about the power of Legend or Alexandria. A brute 10 is less "durable" and more "totally impossible to inflict damage on unless you find a clever workaround". Unless your character is an idiot or totally detached from reality, they're definitely in the top fifty capes on the planet, possibly in the top ten.

A 10 is equal to Legend and above Alexandria, in their highest ratings at least. Alexandria's highest rating is a Brute 8, Legend's is Mover/Breaker 9-10, a Brute 10 is stronger and more durable than Endbringers, who are classified by the PRT as Brute 9s, along with their various other ratings.
