Only admins unfortunately. Stuff like this is all manual legwork and months of putting pieces together.
You can make a new account or karma filter that prevents that kind of thing, this user has systematically made accounts over the years to avoid that sort of detection, which makes it harder to track.

We do have a minimum karma and account age requirement, as well as an automod that catches a lot of violations, but it’s frustrating how many make it through.
