Correct. If they don't make it to $7.25 with the tips, the employer is legally obligated to make up the difference.

In reality though, if you request that compensation, you're going to lose your job.

You dont usually have to request anything. The payroll system should automatically compensate for the difference.

Where I worked, there would be days that I did not meet the 7.25 min wage. I asked about it and they told me it was based on a pay period, not per shift. I made enough the other shifts that it would balance out to be over 7.25 an hour for the two week period. Pretty frustrating

I don't know literally a single person making under minimum wage... Hell even making the minimum wage.
