Correct. If they don't make it to $7.25 with the tips, the employer is legally obligated to make up the difference.
In reality though, if you request that compensation, you're going to lose your job.

I came here to say this, but a place like Bruster’s should not be paying 2.13/hr. I made that when I waited tables out of high school. That was even 20+ years ago. They should at least be making the average minimum wage.

Yeah but you're not going to get anything more from your employer. Billions are stolen every year in wage theft.
