The last time was during the Carter administration, but I believe that was caused intentionally by the wealthy elite to get Jimmy out of office and get ol’ De-Reagan-lation in office to effectively kill the strong middle class and force starvation wages to inevitably push people into lower classes and create a modern serfdom.
