If you don't have a CPL you need to go to PD to get a permit to buy a pistol from a dealer. This was always the case for private party without a CPL. A dealer can still sell a long gun, frame or receiver to a person who doesn't have a CPL or permit as long as they run a NICS check. They still fill out a sales record but don't turn it in for long guns.
Nothing has changed for those with a CPL, except the sale of a long gun requires a sales record, but it doesn't have to be turned in. Same as no CPL.
Pistol permits/sales records are now turned in by the seller, where it used to be the buyer. Frames/receivers don't require a state sales record, just a NICS check for dealers.
They changed it a year ago with the gun control bills that went through. It's completely stupid because one, it's confusing as hell, and two, the police run the check then almost every dealer is still going to run the exact same check again. While CPLs no longer exempt a person from a NICS check, purchase permits do, but ATF tells dealers to run them anyway.
