What if they already sent the lightning payment to the seller. Can they reverse it? This is the gist of my question.

My feeling is that the retailer would cover it, so eBay would send you the payment back to you, not necessarily the individual seller. For example banks ( at least in Australia) often cover you for fraudulent transactions. But I haven't had much experience in reversing transactions so I'm not sure.
