How about the cost of leaving, is it a normal livable wage for 2 people that only one of them work?
Also do you get paid for commute if you use public transportation, I noticed that on the tax calculation website?

They seem about right to me.
For two persons it might be doable but I would highly recommend that both persons work.
You get the "Pendlerpauschale" if you have to commute further than 20km and public transportation can be used or starting from 2km if public transportation can not be used. This will either be calculated by your employer directly or you do it with the tax report.
Nowadays are also quiet a lot of companies which are willing to pay for a public transportation ticket for you.

The bracket you mention is wide, 2800eur for 2 people is survivable but you will not save any/much after rent, food, costs, transport... 4000eur on the other hand are 800eur more every month after taxes (and more on the 13th/14th salary), which pretty much should* cover rent.

It depends on your standard of living and what you would consider livable. But for the low end of 2.800 I would say certainly not enough for two people. Even 4.000 would not be enough for me personally.
