25 days of vacation means 25 individual days of paid time off. This is on top of any general public holidays like Christmas, Easter etc.

No, this does not include sick days. Sick days are paid (up to a certain amount by your employer and by social security (AMS) afterwards): there is virtually no limit to sick days.
