You don't need to be active at all to lose weight. Calorie burn from exercise is pretty minimal unless you're running marathons or swimming literally miles every day. For instance, a normal power lifting day burns like a mars bar in calories.
Exercise just helps you retain muscle whole dieting. If you don't eclxercise as you lose weight, you just end up skinny fat.

Being active helps though. Specifically building muscle though, while cardio is amazing for your heart and will build some muscle in the legs, general resistance training is best.
Muscles require energy just to maintain their size, so building muscle will increase the number of calories you use while resting, letting you eat the same number of calories in a day and lose weight at the same time

This is someting which needs to be more widely known. The problem is, if you walk for so long and burn 200 calories, lots of fitness trackers and food trackers will import that as 'extra' calories you can then eat.

I eat around 1000 kcal a day and don't lose weight. But then I'm very sedentary due to disabilities. I do less than 2k steps most days.
