It should be ok for a capsule to say "hey,Well, if the capsule is offline, it can't say anything. You will be thrown back to the messages of your Browser. And these could possibly done a bit more friendly or detailed.

be available, and where to find mirrors ?In any case where a fault takes machine down, you can just send an informative message, if there is a second infrastructur - which itself burns energy. I don't know, how load balancers work, but these also provide some kind of high availability. But this does not look, as if it is what you want.
If a server is offline, a possible solution could be to hold an old state of the content in a clients cache.
A complete »always available« solution could be to use something like ipfs or such, but I think this looks not as I would like it. Too big, too complex.
