It appears to be broken, though that might be because it requires additional arguments. Tapatalk's a new one by me.

There's also NNTP/Usenet. IIRC groups can be hosted on their own server or as part of the actual Usenet network.

Easily. The FidoNET protocol took a lot of cues from NNTP. In some locations, NNTP is used under the hood for internal comms (with webapps thatcompletely hide what it really is).
