I don't know, how load balancers work, but these also provide some kind of high availability.
Load balancers are additional servers whose job is to sit in front of the content servers and proxy requests to them, usually to spread load between the content servers. Generally you'd have only a few load balancers working with a (relatively) large number of content servers.
Given Gemini's relative size I don't see this web paradigm making its way to gemini any time soon.
Also, as this involves more online servers, its probably not what you'd want for an offline friendly set up, as you noted.
