If you don't know, you can prevent your debian-based system downloading something by adding a plain file into /etc/apt/preferences.d/ with the content of (as an example):
Package: *elogind*:any
Pin: origin *
Pin-Priority: -1
(Change the "elogind" to whatever it is you want to boycott!)
What that does is, the package specified, any part of it like subpackages be caught by the :any line, and "origin *" means it includes all origins, while "Pin-Priority: -1" is what tells apt to exclude it from any downloading!

pdftotext (from poppler-utils in debian-based OS, other poppler elsewhere?) to convert .pdf to .txt, which hopefully sanitize them a lot. Libreoffice can handle the rest of text file conversions pretty well imo!
