blame in the Encheiridion

Uneducated people blame others when they are doing badly.
Those whose education is underway blame themselves.
But a fully educated person blames no one, neither himself nor anyone else.

p 13

This quote is near the end of item five. Item five has to do with feeling troubled. When you feel troubled you might want to blame someone or something for that trouble.

I suppose in the context of the section, a fully educated person would not feel troubled in the first place and would not experience a trouble to which to ascribe blame, but stoicism aside, this is just a wonderful observation.

In the broader context of facing obstacles/opportunities, seeking out the cause of the problem is not the same as seeking someone to blame.
