Arrange the raw noodles on the bottom of the pan. In a large mixing bowl, beat the eggs and sugar until light; add the milk; beat together. Stir in the cottage cheese and raisins. Pour the mixture over the noodles, then cover and refrigerate overnight. Before baking, spinkle cinnamon sugar on the top.
