Add garlic and scallions to peanuts. Remove stems and seed from chilies and dry with paper towels. Chop carefully to avoid getting juice on skin or in eyes. Shred cabbage and add chilies and cabb age to peanut mixture. Peel, seed, and chop cucumber and toss in with other ing redients.
