Wow this is a big deal. Basically it guarantees that the H1Bs will go to FAANG and if you are smaller shop you can go pound sand... or go fully remote.

The US immigration system for people seeking permanent residence is quite broken. If you follow the classic path, you have to spend $50k for a college education, then do indentured servitude for 6+ years, and then you get a shot at an H1B _IF_ you are the best and brightest and could land a job that pays what Google and Netflix are paying. Although I am guessing priority will be given to managers and senior engineers by the USCIS now.
Foreign student admissions are going to plummet if wage levels are too high to qualify for H1B. There are plenty of companies other than FAANG that hire foreign students after graduation. Why would anyone want to spend north of $50k if there’s no reasonable guarantee of a job to make that money back?
AFAIK, international student tuition heavily subsidizes financial aid for domestic students. So you could have American students also losing out.

Not all industries are tech and not all tech companies can pay FAANG base salaries.
Such short-sighted rule changes ensure a mass shortage of engineers in other fields, doctors, economists, statisticians.
Every stupid patchwork regulation coming out so frequently now misses the point. We need to bring skilled workers and we need to give them freedom to operate on their own vocation. This automatically raises wages as they will not accept lower wage jobs.
Patchwork slavery-mentality laws and rules just make us worse as a country, especially when the competition is millions of engineers producing amazing stuff in other countries.
As an Indian on H1B I am so happy to hear this. This will reduce staffing company abuse.
However the minimum wage levels right now are so unrealistically high it might not even matter as these slots will go unfilled.
