I made Oasis for this purpose, which has gemtext rendering support. Just requires python and CGI-capable web server. Stores threads in plain text files.

If pushing 500 users, might want to consider Cerca which I believe runs on SQLite.

WordPress running the Asgaros Forum plugin and a block theme or lightweight theme. You can either have the main Forum page as a home page or build a little landing/info home page. Either way, the forum can be made private. I would also run WordFence security plugin - free version.

You'll have registration form, user management, moderation features, notifications, PM/contact, visual design capability and with only two plugins, it will be very fast. If you decide you want web pages other than the forum, it's wordpress already.

I would think to set up NNTP server and then set up a web page for an alternative access. DFeed is a program that can do this (I have never tried to install it myself, though), which is used by the D Programming Language Discussion Forum, and is itself written in D programming language.

Bulletin boards on the web — I’ve been tasked with setting up and administering a private bulletin board service for the alumni of a wilderness school I am part of. I could see this being used by anywhere from 50 to 500 people. I would just use an instance of Bubble if it were not for the fact that Gemini is not particularly accessible to the average user.
