Is there a way to replace the sidebar with a horizontal bookmarks bar?

Not currently. The options for accessing your bookmarks are the sidebar, the menubar, and lookup results in the navbar.
In general, I am against adding bars that eat up vertical space in the UI, and also implementing multiple different ways to do the same thing is not a great use of limited time and resources.
That said, a "favorites bar" could be implemented as a specialized second menubar, so might be feasible but not high priority.
